Two attempts at creating the effect of depth:

The background will be rendered in full 3D, so it will have an automatic parallax scrolling effect. The foreground layer can also be 3D but it will be rendered with orthogonal projection so it will appear flat. This is because entities like monsters and characters are flat and would look odd rendered on 3D terrain.

Could you use layers of scenery images in the background that would scroll. I'm working on a map right now where I wouldn't mind some backround images that seem like they are in the distance and scroll.
Is this even for Soldat?... I thought at first it was for your RPG in development or something. Looks great though
Have you considered paralax scrolling? I think that would create the effect you are looking for.
